Backstory: This is only a portion of the notecard found at the landing point, its very extensive in whole:

It’s sixty years from today. The global ecosystem has been brought to the brink of collapse by years of war. Corporations form the new government, known as the World Union.

For a while the World Union tightened their grip across the planet, but dissent grew within the corporations, and opposition arose. A group known as the Asian Confederacy splintered away from the WU and challenged their rule. Tensions between the two sides escalated, eventually leading to another devastating war. For five years, the two sides battled, ravishing a planet already close to falling apart. Nuclear weapons were used in Canberra, Mogadishu, Hiroshima (again), and Miami.

For Midian City, already kept isolated by the World Union, those five ‘Dark Years’ decimated the population. Wartime shipments of food and supplies stopped almost completely, leading to deprivation and starvation. Some turned to cannibalism. Some hoarded food, and were murdered for it. Medicine was strictly rationed, and supplies frequently ran out. Cholera and typhoid fever were rampant, and killed many, especially the young and the elderly. Electrical power was intermittent, often off for days or even weeks at a time. Many people abandoned the city by whatever means possible, often fighting and even killing for a spot on the infrequent supply ships as they unloaded and made ready to depart. A section of the city known as Apocalypse was destroyed, ravaged by a fire that burned out of control for many days.

Eventually some form of sanity prevailed, and both sides agreed to peace talks, in Midian City, subject to a strict Neutrality Agreement. Both the World Union and the Asian Confederacy continue to maintain a diplomatic presence in Midian. There has been an uneasy cessation of hostilities; the conflict has cooled, although peace has never been formally declared.

Surrounded by contaminated waters some fifty miles off the northwest coast of the former United States, perpetually kept in sunless gloom by a shroud of pollution, deliberately isolated, Midian City is a dark, gritty, violent backwater. It is a destination of last resort, for those who have nowhere better to go. Mechs and hybrid slaves seek their freedom here. Corporate scientists conduct their experiments unfettered by moral concerns. The law — if you can find any — is arbitrary and abrupt. On the streets, living is rough, and in the clubs the play is hard.
