Backstory: The local government is corrupt and in the pocket  of the sex industry. The web is complex with women from well to do families being recruited for the college often seeing the underside of humanity for the first time. The job of the police is not to investigate crime, but to cover it up. People know to mind their own business and most of the women will have a “Better her then me” attitude
